Chapter 131: Sanctions Imposed Upon Mr. Huangpu Shenqing
World United Organization Assembly
This body specializes in coordinating uncontrollable illegal activities, crimes, and illicit possessions occurring worldwide, standing above individual nations with an authority beyond imagination.
They maintain a global allied military force. Though numbering only a few tens of thousands, their skill is extraordinary, capable of taking on ten opponents single-handedly.
Besides the heads of state, there are representatives jointly appointed by various countries. The assembly comprises over three hundred members, including thirty-five permanent councilors, five spokespersons, fifteen adjudicators, and five commanders of the allied forces.
Attendees include prime ministers from countries Y and Z, generals from country G, members of royal families, and over twenty dukes, earls, and marquises from country M.
The spokesperson began the session: “The topic of this meeting concerns Mr. Huang Pu Shenqing’s private arsenal.”
“Ladies and gentlemen, here is the incident overview: On December 7th, around 1 a.m., Mr. Huang Pu Shenqing deployed his private artillery, tanks, and fighter jets to bomb Mr. Lin Jiu Zhuo’s private villa.”
“This act severely violates the joint regulations of the World Security Protocol Council, the Global Public Health Committee, the International Arms Agreement, the Global Arms Control Council, and the World Eminent Persons Management Committee.”
“We must now render a corresponding judgment.”
The adjudicator declared: “After thorough investigation, the facts are confirmed. The sanctions against Mr. Huang Pu Shenqing are as follows:
- Temporary revocation of Mr. Huang Pu Shenqing’s rights to produce weapons in his arsenal.
- Temporary restriction on his arms sales.
- Temporary transfer of all arsenals registered under his name.
- Temporary seizure of all weapons owned by Mr. Huang Pu Shenqing.
- Temporary prohibition on Mr. Huang Pu Shenqing’s international travel.
- Temporary control over his personal freedom.”
...
The spokesperson continued: “All permanent council representatives, please sign and seal.”
“Heads of state, officials, and representatives, please review carefully.”
The adjudicator added: “Finally, we decree that the allied forces will apprehend Mr. Huang Pu Shenqing within three days. Any resistance will result in an additional charge.”
The spokesperson pledged: “We assure the protection of Mr. Huang Pu Shenqing’s personal safety, fundamental rights, freedoms, security, equality, and dignity throughout the interrogation period, effective immediately for a tentative duration of one month.”
“Now, the allied forces’ commander will make a statement.”
The allied commander affirmed: “We solemnly vow to apprehend Mr. Huang Pu Shenqing within three days.”

“Absolutely no corruption or intentional shielding.”
“We guarantee the protection of Mr. Huang Pu Shenqing’s life, fundamental rights, freedoms, security, equality, and dignity as stipulated.”
“Should Mr. Huang Pu Shenqing behave rudely, offensively, assaultively, or attempt to evade the allied forces, strict measures will be enforced immediately.”
“This pledge by the allied forces takes effect forthwith.”
The spokesperson invited the permanent council representatives to speak.
A permanent councilor declared: “I express full support for the sanctions against Mr. Huang Pu Shenqing. All measures strictly adhere to established regulations without overreach. We will provide proper guidance and judgment. The agreement is effective immediately.”
The spokesperson instructed: “Prime ministers, heads of state, sanctioning officials, leaders, and representatives, please disseminate this news worldwide. Effective immediately.”
“I hereby declare the meeting adjourned.”
Lin Yan held the sanction document with a bitter smile—one whole month!
Huang Pu Shenqing, you truly are reckless!
Everyone knows that entering the United Nations’ detention is nominally for rehabilitation, but in reality, few emerge unscathed—most either perish or are left maimed.
Illegally producing prohibited weapons is already a crime, but brazenly displaying them before the public?
Yiqi’s orchestrated bombardment of someone else’s castle?
Even if the cause was justified, does the United Nations’ code acknowledge that?
Usually so vigilant and clever, yet upon meeting his sister-in-law, all reason evaporated.
He chose the most foolish, self-destructive path.
Not only was the headquarters compromised, but his identity as Massacre was also publicly revealed!
But Huang Pu Shenqing, was all these years of effort worth it?
“General, shall we proceed together?” Prince Qian Suxi, heir to the royal family attending the meeting, asked politely, his expression unreadable.
Lin Yan nodded slowly, gathered his guards, and boarded his private plane. Qian Suxi and his attendants followed.
After the others withdrew, Lin Yan spoke frankly, “What is Prince Qian Suxi thinking?”
Qian Suxi opened the sanction document identical to Lin Yan’s. “Interesting, isn’t it?”
“So he is the largest arms dealer in the region, the leader of Mo Ke Chi Feng Headquarters, Massacre.”
Lin Yan responded coldly, “So what?”

Qian Suxi maintained his calm demeanor. “What could compel him to expose himself so recklessly?”
“That’s none of your concern.”
“True, I shouldn’t meddle. With royal affairs already overwhelming, how could I have time to care about this?”
He responded lightly, but a strange gleam flickered in his eyes.
He was Qian Suyin’s elder brother, Qian Suxi. After Qian Suyin’s sudden passing, their mother fell into deep grief, bedridden, and their father was an ineffectual, powerless king.
Everything depended on Qian Suxi himself, and he was certain that his sister’s death was intertwined with these people; he would record every detail carefully.
That evening, Gong Yi and Ouyang Mufeng hurried with their team to the Ji Mi Le Hospital.
Upon entering, they saw a tall, graceful man gently wiping the hands of a young woman lying in bed. His well-defined joints, slender fingers, and graceful, gentlemanly movements created an almost picturesque scene under the half-drawn curtains, casting light that seemed to capture a tranquil, untouchable moment.
They could only see the man’s perfect profile: his high nose bridge and sharp jawline softened slightly, and though his thin lips were tightly pressed, they carried a relatable warmth.
“Second brother,” Ouyang Mufeng involuntarily called out, then regretted it—his sister-in-law was still unconscious, and why speak so loudly?
As expected, the man frowned, gently placed the woman’s hand beneath the blanket, and led them out.
“Mr. Huang, how is Ranran?” Gong Yi asked the question that had been on his mind.
Huang Pu Shenqing lowered his eyelids. “Ranran remains unconscious. There is no physical harm, but...”
“Second brother, but what? You never speak in halves before.”
He exhaled. “But the titanium-based eye drops Ranran received conflict with the narcotics administered by Di Jiu Zhuo, resulting in unknown side effects.”
Gong Yi glanced at his neck, noticing the purplish bite marks. He parted his lips slightly. “Are those bite marks from Ranran on your neck? So the unknown side effects mean... does it involve bloodsucking?”
“What?” Ouyang Mufeng’s round black eyes widened in shock, disbelief, and confusion.
They all knew that Shangguan Ranran should have blue eyes. After all, she was the mixed-race girl Huang Pu Shenqing had searched for sixteen years. Though it was unclear why she always concealed her eye color, how could the drug effects conflict?
It made no sense!
Moreover, the side effects were so bizarre, so inexplicable!
